The Vision

Taft & Exmoor is a proposed 42 unit integrated permanent supportive housing development designed to serve families and persons with disabilities. This development will include a mix of studio, one bedroom, and two bedroom units. All units will incorporate universal design features, and the building will achieve green certification through Enterprise Green Communities' program.

This development will transform an underutilized site, previously home to a budget motel, into a modern and classically inspired multi-family residential building that will bring new housing options to the area while also boosting economic activity for nearby businesses. 

The Opportunity

Taft & Exmoor aims to add affordable units designed with accessibility and adaptability in mind through universal design features that will ensure persons with disabilities have access to comfortable and supportive living spaces. 

This proposed development is also an opportunity to provide working families and persons with disabilities with high quality affordable living through ample residential amenities and meaningful supportive services, made possible by Full Circle’s philanthropic model dedicating 75% of their economics back into services.

The Background

In February 2022, the Village of Glen Ellyn established a multi-step public engagement process in order to receive community input on redevelopment alternatives for the Roosevelt Road/Taft Avenue hotel properties. This process included a community open house, three listening sessions, and a design driven charrette. As a result of this public input, five redevelopment concepts were created and ultimately presented to the Village Board, with two of these concepts including affordable housing.

This public input was used to give prospective developers responding to the Request for Proposals (RFP), issued by the Village, some direction on the preferred redevelopment concepts for the site. Full Circle Communities was pleased to be selected for this opportunity and has launched this website to share information and provide updates to the community.

Affordable Housing

This proposed development seeks to add affordable, accessible, and non-age restrictive housing units in an excellent location with nearby access to retail, schools, and public transportation for working families and persons with disabilities with low to moderate incomes. Currently, Glen Ellyn has just 96 affordable housing units, and 80 of those are restricted as senior housing.

Housing Stability

This proposed development will take a blended management approach to provide services to tenants where ownership, management, and services all work together to keep tenants stably housed.

Economic Benefits

By keeping rent affordable, tenants’ incomes stretch further which can provide an economic boost to nearby businesses, like those located in the Pickwick Place shopping center and others along Roosevelt Road.
