The project developer is Full Circle Communities, a non-profit 501(c)(3) organization that owns, develops, and manages affordable and supportive housing developments in Illinois, Michigan, & Iowa. Our mission is to expand access to quality affordable housing through the preservation and development, thoughtful design, and provision of significant and targeted supportive services to our residents and their surrounding communities.
Full Circle Communities dedicates 75% of developer fee and cash flow at each project towards providing supportive or empowerment services to tenants of the project. Full Circle, however, is not a service provider, and creates strategic linkages with service providers in local communities. We partner with community service providers because we believe that they have the local capacity and knowledge to best serve and advocate for our residents, and to date have worked with nearly 20 service providers.
We have extensive experience developing and operating affordable housing in our 25 years of service with 26 successfully completed projects and an additional 10 under construction or at closing. No. Currently, the project has only received the Architectural Appearance Commission unanimous recommendation for the Village Board to approve the exterior appearance, subject to six conditions. Next, the project will be presented before Plan Commission, which will review the requested map amendment (rezoning) and variations on February 6, 2025. After Plan Commission, the proposal will be heard by the Village Board at a future meeting.
If approved, Taft & Exmoor is estimated to start construction in August of this year and would ideally last about 12 months. We are currently working with the Village through the applicable approval processes. Housing
This project will deliver affordable, accessible, and non-age restricted units that were identified as a community need in a recent Village housing assessment conducted.
Taft & Exmoor is proposing 11 studios, 17 one-bedroom, and 14 two-bedrooms. Units will be affordable to households at a mix of incomes at 30%, 50%, 60%, and 80% of the Area Median Income.
Supportive Services
Full Circle anticipates offering the following core supportive services in partnership with AID:
Please note, in accordance with Housing First principles, residents will not be required to participate in AID services and all supportive services will be optional and tailored to the individual needs of each resident.
Specialized disability treatment services for eligible residents with developmental disabilities
Crisis services including a 24/7 crisis line, mobile crisis intervention services, and well-being checks
Counseling and Therapy, including referrals
Support obtaining primary health services from nearby providers
Independent living skills support, including activities of daily living
Credit counseling, financial management and budgeting support
Job coaching, job development and placement services
Employment and job readiness training resources
Individualized service plans co-developed with resident and AID
Assistance applying for benefits (social security, Medicaid, SNAP)
Advocacy and legal assistance through connecting residents to community resources
Housing navigation support (New tenant orientation, connections to rental assistance)
Transportation assistance (Ride DuPage, transit subsidies)
Community holiday celebrations, meet & greets
Volunteer opportunities & support groups
Resident councils and initiatives
Domestic violence counseling
Linkages to AID’s in-home support program for children with developmental disabilities
Advocacy opportunities through AID’s Family Council
Opportunities to collaborate with nearby youth-serving community assets and programs
Youth and family behavioral health services and referrals
Transit and Parking
There are 42 parking spaces available onsite. As part of the Purchase and Sale Agreement entered with the Village of Glen Ellyn, Full Circle is working with the adjacent Glen Ellyn Animal Hospital on a shared parking arrangement for their usage during business hours.
This one-to-one parking ratio (42 units / 42 parking spaces) strikes the right balance of needed parking and does not pose a significant impact on existing traffic and parking based on our 25 years of experience serving tenants with low to moderate incomes and persons with disabilities.
Community Involvement
Back in February 2022, the Village of Glen Ellyn established a multi-step public engagement process with the goal of receiving community input on redevelopment alternatives for the Roosevelt Road/Taft Avenue hotel properties. This process included a community open house, three listening sessions, a design charrette, and an online feedback tool. This public engagement brought about five redevelopment concepts that were presented to the Village Board and used to inform prospective developers of the preferred concepts when responding to the Request for Proposal posted by the Village.
